Homeownership is still the main way American families build wealth, and it is also where the banking system has failed Black borrowers the longest. Redlining officially ended decades ago, but the numbers tell their own story: Home Mortgage Disclosure Act data cited in recent reporting put the mortgage denial rate for Black applicants at 27.1 percent, nearly double the 13.6 percent rate for white applicants. The honest caveat first: Black-owned banks are small and regional. There is no national Black-owned mortgage giant with a branch on every corner. Citizens Trust Bank
Atlanta-based since 1921, operating in Georgia and Alabama. Runs a first-time homebuyer program built in partnership with the Federal Home Loan Bank of Atlanta. A natural starting point if you are buying in the Southeast.
Harbor Bank of Maryland
The only Black-owned bank in Maryland, offering purchase and refinance mortgages in partnership with SWBC Mortgage Corporation, plus home equity lines of credit and home equity loans. Eight branches, with its loan production department in Silver Spring.
Legacy Home Loans
The largest Black-led mortgage banking firm in the country. Its Special Purpose Credit Program was designed for Black borrowers: 1 percent down payment, free appraisal, free home warranty, and free pre-purchase counseling, with a 620 minimum credit score. Piloted in Atlanta, Baltimore, Chicago, Detroit, Memphis, and Philadelphia.
OneUnited Bank
The largest Black-owned bank, launched its Lift Up Homeownership program offering forgivable loans up to $50,000 for first-time buyers in Miami. If the buyer stays in the home for five years, the loan does not have to be repaid. The program also includes $1,500 in closing cost savings.
Hope Credit Union
A five-state footprint across the Deep South (Alabama, Arkansas, Louisiana, Mississippi, Tennessee) with underwriting flexibility built for lower-income borrowers, including ITIN loans for borrowers without Social Security numbers.
Self-Help Credit Union
Serving Florida and North Carolina with no-down-payment products designed for borrowers with thin or alternative credit files. One of the strongest options if your credit history is short rather than bad.
Liberty Bank
Founded in New Orleans in 1972 specifically to assist homeownership and aid enterprises, with assets over $1 billion. Multi-state reach across the South and Midwest, plus a Detroit-focused restoration and acquisition program.
First Independence Bank
The sole Black-owned bank headquartered in Michigan, serving Detroit and Minneapolis. Offers personal and business lending with a focus on its home communities.
What to compare before you apply
The mortgage shopping checklist
- Down payment assistance. Special Purpose Credit Programs and forgivable loans can beat a conventional 3 percent down product by tens of thousands of dollars. Ask what assistance the lender layers on top of the base loan.
- Underwriting flexibility. Some of these institutions consider alternative credit data and nontraditional income. If a big bank already denied you, a second look from a mission-driven lender is worth your time.
- Geographic footprint. Black-owned mortgage capacity covers roughly seventeen states plus DC. Confirm the lender operates where you are buying before you fall in love with a program.
- Total cost, not just rate. Origination fees, PMI requirements, and closing costs vary. One credit union in North Carolina skips application and credit check fees entirely and does not require PMI. That can matter more than a quarter point on the rate.
- Pre-purchase counseling. Several of these programs include free homebuyer education. Take it. It is free, it improves your approval odds, and it usually unlocks better assistance terms.
One uncomfortable truth about coverage
I would be doing you a disservice if I did not say this plainly: the entire national footprint of Black-owned primary-residence mortgage lending capacity fits in about seventeen states plus Washington, DC. A single top mainstream lender's annual volume dwarfs the combined assets of every Black-owned bank and credit union in the country several times over. That is not a reason to skip these institutions. It is the reason to use them where they exist, and to push your deposits toward them even if your mortgage ends up elsewhere. Every dollar of deposits at these banks funds the community lending they do.
